Wilmington Woman Charged with Identity Theft and Insurance Fraud

The North Carolina Department of Insurance announced today that 31-year-old Keshawn Dupree Bradley of 370 S. Kerr Avenue in Wilmington has been charged with felony identity theft and insurance fraud. Special agents from the Department’s Criminal Investigations Division allege Bradley used another individual’s name and date of birth to procure an automobile insurance policy from Nationwide Insurance Company on January 15, 2024.

Bradley was arrested by North Carolina law enforcement on April 11, 2025, and held on a $5,000 secured bond. She is scheduled to appear in New Hanover County District Court on April 14, 2025. According to the press release, prosecutors believe Bradley submitted falsified documents to Nationwide, representing herself as the policyholder and thereby obtaining coverage under false pretenses.

“Insurance fraud is not a victimless crime,” said Insurance Commissioner Mike Causey in a statement. “It hits all of us in the pocket through higher premiums.” Causey’s office emphasized that when someone unlawfully manipulates the insurance system, honest policyholders pay the price in increased costs.

North Carolinians who suspect insurance fraud or identity theft are encouraged to report suspicious activity to the N.C. Department of Insurance Criminal Investigations Division. The Department maintains that community cooperation is vital to keeping insurance premiums as low as possible for all residents.
